Even if the baby equipment has only been used for several months, it could still pose dangers. Secondhand items are not required to be registered with the Consumer Product Safety Commission, unlike new products. This rule establishes a standard that is mandatory for strollers and travel pushchair carriages, pursuant to Section 104 of the Danny Keysar Act on Child Product Safety Notifications, as amended by Consumer Product Safety Improvement Act of 2008(CPSIA). The rule incorporates the most recent voluntary standard, ASTM F833-13b developed by the American Society for Testing and Materials. It also defines requirements and testing procedures to minimize the hazards posed by these products. CPSC staff worked closely with ASTM stakeholders in the development of this rule.
